Missouri is gearing up for a major milestone, as the state plans to begin sports betting on December 1, 2025. With a license from the Gaming Commission, Circa Sports is legal in Missouri and will also launch in December.
Based on our findings, Circa Sports beat some bigger US sports betting brands to win MO’s untethered license. The sportsbook will be introducing a new app with high wagering limits and low margins. Plus, Bettors in the Show-Me State should anticipate better customer service, as Circa Sports keeps differentiating itself from the rest of the market.
Is Circa Sportsbook Legal in Missouri?
Yes, Circa Sports is legal in Missouri. As we confirmed, the sportsbook applied for an untethered license from the Missouri Gaming Commission (MGC) on July 15, 2025. That was two months after the commission opened the window for sports wagering applications.
A month later, on August 15, 2025, Circa Sports won the untethered license. The brand achieved this feat ahead of a relatively bigger brand like FanDuel. Missouri has just two untethered licenses for mobile sports wagering, and the other went to DraftKings.
The untethered license means Circa Sports doesn’t have to partner with a local brick-and-mortar casino or sports team. Also, the sportsbook can keep 100% of its returns and only pay Missouri’s 10% tax on adjusted gross revenue (AGR). Circa Sports CEO Derek Stevens described the achievement as a great honor, stating that the brand came in as the long shot against national giants.
Besides Circa and DraftKings, other approved sportsbooks in Missouri, like FanDuel and BetMGM, hold a tethered license. As such, they must work with a local sports team or casino. Some known brands didn’t get a license at all in the Show-Me State.
When Will Circa Sportsbook Be Legal in Missouri?
Since the MGC licenses it, you can use Circa Sportsbook in Missouri. That said, betting lines won’t open for wagering until December 1, 2025. Circa Sports is mobile-only, so MO bettors can’t stake on the site via a browser. Consequently, pre-registration isn’t open, but if you’re in the state, you can fill out the form on the Circa Sports website for updates.
What Missouri Bettors Can Expect from Circa Sports
We took a look at Circa Sports’ features to see what it could offer bettors in the Show-Me State. These are our findings:
- High Limits: The Circa Sports app allows more wagering thresholds than most other sportsbooks. Therefore, Missouri bettors will get more staking flexibility.
- Low Holds: Circa Sports offers low odds margins for top events, especially in pro and college football. This feature translates to a minimal cut on any potential winning bet.
- Improved Customer Service: Support will be easy to reach and respond to quickly. That way, new bettors can settle in without difficulties.
A Broader Look at Missouri’s Betting Market
From our checks, Circa Sportsbook is available in Missouri alongside seven other brands with a mobile license from the MGC. In other words, eight Missouri sportsbooks will go live on December 1, 2025. Our research confirms that the Show-Me State reached this point through a tight vote.
In November 2024, voters narrowly passed Amendment 2 to legalize mobile sports betting. With a total of just 2,961 votes, the margin represents only about 0.05% of the nearly 3 million votes cast. The final certified results were 1,478,652 “Yes” votes vs. 1,475,691 “No” votes, putting approval right around 50.05%.
A winning margin of less than 0.5% means parties against the ruling can request a recount. However, a speaker for Missourians Against the Deceptive Online Gambling Amendment (MADOGA), the opposition campaign, confirmed that they had no plans for such a move.
The Gaming Commission acted relatively fast after the passing of Amendment 2. It issued temporary licenses to Circa Sportsbook in Missouri, among other approved brands. The licence allows the sportsbook to begin testing its features before launch, and a full permit may become available after the market officially opens for wagering.
Circa Sports Aims to Make Its Mark in Missouri
The bottom line is that Circa Sports is legal in Missouri and will kick off on December 1, 2025, when sports wagering officially opens. In our opinion, Circa Sports’ launch in MO with an untethered license isn’t just about a new entry into the market. It shows that the brand’s unique approach towards sports betting is gaining favor from regulators. Besides, Circa Sports offers features that back up the MGC’s trust, including high limits, lower odds margins, and better customer service for bettors.
